The Lincoln Co. Board of Commissioners asks for residents to honor the moment of silence at 11 a.m. This coincides will the start of a memorial service planned at Whidbey Island Naval Base.

Deputies believe the suspect got into a white, 90s Dodge pickup truck, which was parked near the victim’s home. The car drove away toward Newport.

Police say the cyclists cruised through a red light. The driver of the car saw the bike coming and stopped, but could not get out of the way in time. The bike collided with the car.
